Laser safety and operating requirements

High-power laser beaming requires a defined optical path, controlled access and a site-specific safety assessment. The review must cover the transmitter, receiver, aircraft, people, reflections and surrounding airspace.

Pilot integration

Safety requirements for pilot integration

The pilot safety review defines the laser classification, access controls, emission-inhibit conditions, response to loss of tracking and aircraft backup-power requirements for the selected configuration.

The items below are requirements for the project review. The configuration and supporting test evidence are agreed for each pilot.

System configuration and laser classification

Define the transmitter, receiver, optical path and accessible emission for the selected setup. Classification and protective measures require a qualified assessment of that configuration, including reflections and non-routine operating conditions.

Safety functions and loss of tracking

Specify when emission is permitted or inhibited, how loss of alignment is handled, and what is required before restarting. The review also defines access controls, any detection measures, and the tests needed to verify the complete response.

Site and aircraft requirements

Review the operating area, the optical path, nearby people and reflective surfaces, and surrounding airspace. Aircraft integration must define reserve energy and the response to an interruption of the power link.

Regulatory review and next steps

Identify the responsible equipment, site and aircraft operators and the applicable approval route. The country, aircraft, operation and location determine the assessment and authorisations required.

Three separate reviews

Equipment, workplace and aviation

Laser safety, workplace/site requirements and aviation approvals are reviewed separately for the planned operation. An authorisation for a drone operation does not by itself establish laser product safety.

Laser product safety

IEC/EN 60825-1 provides a framework for equipment classification and requirements. The applicable edition and national implementation are determined by the specialist reviewing the equipment.

Workplace and site safety

For workplaces in Germany, OStrV addresses optical-radiation risk assessment and the competence required for that work. The need for a laser safety officer depends on the applicable conditions.

UAS operations and airspace

The aviation route depends on the operating category and jurisdiction. For relevant operations, the national authority evaluates operational authorisation. SORA assesses operation risk; it is not a laser product certificate.
